S.Korea rules dumping of polyamide film by China, Thailand, Indonesia

The South Korean government has issued a ruling on the dumping of polyamide film from China, Thailand and Indonesia and aluminum hydroxide from China and Australia.

The Korea Trade Commission under the Ministry of Trade, Industry and Energy on Thursday reached its final decision in a meeting.

The commission mentioned damage to the domestic industry because polyamide film from China, Thailand and Indonesia were imported at below standard prices, proposing to the Ministry of Economy and Finance the imposition of anti-dumping tariffs of 4.9%-28.6% on the item over the next 5 years.

Polyamide film is an industrial material used in packaging materials for refrigerated and frozen foods and those packed in retort packaging, medicine, laundry detergent and shampoo and pouches containing the electrolytes of secondary batteries.

In addition, the commission proposed anti-dumping tariffs of 13.99%-37.96% for five years on aluminum hydroxide from China and Australia.

Aluminum hydroxide is mainly used as a raw material for treatment agents for water purification, synthetic detergent, accelerating agents and antacids.

In February, the commission began an investigation into the dumping of polyamide film and aluminum hydroxide, using written audits, stakeholder meetings, on-site verification of due diligence and public hearings.

The Economy Ministry will make a final decision on whether to apply the anti-dumping duties within 12 months of the commission's launch of its investigation, with the option of a six-month extension.
